Scope of the project
The overall objective of the study is to plan the land acquisition and resettlement activities, prepare the RAP for Sehwan to Khairpur Nathan Shah and to assist and support the NHA in their implementation. The specific objectives of the assignment are:
Identify the persons likely to be affected by construction of the road, to what degree they will be affected (i.e. what type of loss they will suffer) and how they will be compensated.
Ensure that the compensation for project affected people is calculated in a fair and transparent manner.
Ensure that the socioeconomic condition of the project affected people is least affected. If not enhanced, it should at least be at the level as it was at the pre-project situation.
Provide necessary details for compensation, resettlement and rehabilitation by identifying i) the extent of losses; ii) the policy and framework for compensation payments and relocation; (iii) institutional framework for participation and implementation; and (iv) responsibilities for monitoring the implementation measures.
Strengthen the capacity of NHA officials on JICA policy and practices and Land Acquisition Act, 1894. 6. Assist NHA officials in planning and implementation of land acquisition and resettlement related activities on the subject project.
